Spacer: to increase the unsatisfactory height of the HS510C / HE510C collimator. The washer is mounted between the collimator base and its quick-release mounting, giving you a height of 1.63 "1/3 lower co-witness. Without the washer, the mounting is 1/4 absolute co-witness.
